Daily Mail made more out of this than it was. Here's the clip.
It was a funny segment. Anyone who has watched Conan for more than 2 minutes would know that it was a goof. I think what the reporter missed was that before Shatner gave him the finger, Conan goofed on his inability to do the Vulcan "Live Long and Prosper" hand gesture.
